The Energy Bill currently under consideration includes provisions for imposing penalties on homeowners who do not comply with newly introduced energy performance regulations.
These penalties encompass imprisonment of up to one year or fines amounting to £15,000.

The government aims to reinforce efforts directed towards achieving net zero by granting authorities the ability to establish criminal offenses and augment civil penalties.
In the Energy Bill, it is stated: “Energy performance regulations may provide for the creation of criminal offenses.”
Individuals may also face prosecution for providing “false information” regarding energy efficiency or obstructing an enforcement authority.
According to the proposals: “Energy smart regulations may create offenses relating to the obstruction of persons acting on behalf of enforcement authorities.”

This shows that the government has run out of carrots, and the ones they had were poor quality, to try and get people to work towards net zero, and all they’ve got left are sticks.
If people could afford to improve the energy efficiency of their home and the work would pay for itself relatively quickly they’d do it. The fact they’re going to be forced to do so means the costs are too high and/or the savings are too low, i.e. it’s not a good idea. This sums up the whole net zero project, the costs are too high and the benefits, if there are any, are too small.
