Saying time is running out to save the Paris Treaty ignores the fact that there was never a time it could be saved. Even many environmentalists realized that from the beginning. Now we have Europe failing to made significant carbon dioxide reductions where China and India are in a run away increase.

This last year they decided among themselves that they are entitled to an additional 200 billion a year over and above the 100 billion that was promised in Copenhagen. They expect this to materialize at COP 24 in Poland later this year. The last few COP meetings have almost collapsed because of the money issue. How with the higher expectations of the developing nations and the certainty that the industrial nations will not be coming through with significant pledges, COP 24 is very likely to collapse over money.
