All governments are unreliable. There is always a risk that they change their minds so depending on an arrangement/promise for 15+ years is risky.
I am Dutch and once I decided to use a company car since it was worthwhile. Next year they changed the tax rules and I had to pay a lot more tax and could not get rid of the car since the contract was for 3 years. So governments are unreliable; even if they do not intend it, they still are.
