Aerial photography shows that most of the damage was done by the storm surge, rather than by wind.
Roof damage is caused by wind, but houses getting washed away is caused by water. Category four winds would have removed just about all the roofs, and knocked down most of the trees.

Didn’t I read an article a week or so ago about Porto Rico refusing to provide government funds to people who wanted to build a new house exactly where the hurricane-destroyed one had been? Makes sense to me. John Stossel relates in one of his books how the US Government funded his ocean front home being rebuilt after a storm destroyed it.
I noticed that none of the houses had basements. Basements there would be below sea level. If you choose to live at sea level, on the Gulf coast, you’re a gambler. Man up if you get wiped out.
