Democrats will introduce legislation to completely phase out the use of gasoline-powered cars by mandating that only zero-emission vehicles can be sold by 2040.
“When I take a lungful of air in this moment, it has 30 percent more carbon in it than when I was born,” Oregon Sen. Jeff Merkley, the bill’s main sponsor told The Huffington Post on Wednesday. “That is a change that has never happened in a single generation of humankind on this planet.”
The bill is co-sponsored by Sens. Sheldon Whitehouse of Rhode Island, Brian Schatz of Hawaii, Kamala Harris of California, Kirsten Gillibrand of New York and Bernie Sanders of Vermont. California Rep. Mike Levin will introduce a House version of the bill, HuffPo reported.
Harris, Gillibrand, and Sanders are running for president in 2020, and all of them co-sponsored the Green New Deal resolution. However, no Democrat voted for the Green New Deal in March when it came up for a vote in the Senate.
Merkley, who also supports the Green New Deal, sees this bill as part of that broad vision of completely greening the U.S. economy. The Green New Deal calls for achieving net-zero greenhouse gas emissions within 10 years and dramatically expanding the welfare state.
“This is just one small contributor to that vision,” Merkley told HuffPo. “But we need to develop the details around many ideas so those ideas are ready to be combined into a larger package.”
“If we can’t get a larger package, but we can get individual pieces like electric cars, buses, better insulation, then we should do that, too,” Merkley said. “We need to push at every level.”
Merkley’s bill would mandate 50 percent of new vehicle sales be zero-emissions vehicles by 2030. Companies can comply with the law by buying credits, which is similar to California’s zero-emission vehicle program that largely benefits electric car makers, like Tesla.
The internal combustion engine has long been a target for environmentalists. Vehicle emissions are a large source of greenhouse gases and pollution, and some countries have already pushed forward with plans to get rid of gas engines.
France and the U.K., for example, plan on banning gas and diesel vehicles by 2040. On a more local level, Paris wants to ban gas-and-diesel-powered cars by 2030 and some German cities have also contemplated bans on diesel cars.
Merkley plans to introduce the bill Wednesday, and it’s nearly identical to electric vehicle legislation he introduced last year. The bill is unlikely to pass a Republican-controlled Senate and White House.
HuffPo speculated that gas-powered cars could be taken completely off the road by 2050 based on current vehicle turnover rates.
There are, however, legitimate questions over the feasibility of drastically ramping up electric vehicle sales. Part of the problem is building out all the charging stations needed to keep electric cars moving.

Making fossil fuel cars more expensive in 2030 and not available in 2040 would drastically impact the turn over rate. Rather than going to the junk yard, engines and transmissions would be rebuilt as needed, or do what my father did with one of his car and pay for a total rebuild including the interior.
In 1969 when I was a freshman the book store had the book, “The Evil Machine” being sold as a text book. Reading the inside cover it was advocating the immediate and near complete replacement of cars with public transportation. At that time the reason to hate cars was pollution. This was pretty much solved by applying new technology to the cars. Then the reason to hate cars was the energy crisis. This was replaced by an abundance of natural resources. Now the reason to hate cars is climate change. Any time you have three different totally unrelated reasons against something, it sounds a lot more like excuses than valid reasons. My speculation is the real reason some people don’t like cars is the independence and freedom they provide. That may not sit well with those that want the tight governmental control over everything.
Banning cars that use fossil fuels demonstrate just how much harm the climate change movement can do. Electric cars are so expensive that the ownership would be forced to much lower levels than conventional cars. Our family would be up sh*t creek since there will never be public transportation out here and we live too far out to bicycle. In many locations in Suburbia peoples’ commutes would double or triple as they were forced to public transportation. Mandating fifty percent electric cars by 2030 would have much of the same impact since it would drive the cost of conventional cars through the roof.
This bill also shows just how ignorant the authors are beyond the fact that climate change isn’t a problem. Manufacturing an electric car emits so much carbon dioxide that the emissions are the same as a small diesel car. As far as the unnecessary effort to curb emissions, mandating small diesel cars would have the same impact as allowing only electric cars.
Maybe this is why the alarmists use carbon as an alias instead of the full name, carbon dioxide. They want tax revenue from fuel.
CO2 is 73% oxygen, by weight. When plants ,through photosynthesis, process CO2, they keep the little carbon atom, and release a much bigger oxygen molecule. That’s where your oxygen and food comes from, Merkely. You breath in air with 21% life sustaining oxygen, .04% carbon dioxide and you get to live .

Carbon dioxide is a chemically inert gas in trace quantities in the atmosphere that is essential for the sustainment of plant life. I’d say 30 percent increase is an improvement, not something to get alarmed about.

We need more carbon dioxide in the atmosphere. IT IS PLANT FOOD and 410 ppm or less CO2 in the atmosphere is alarmingly low for our planet. Any policy based on decreasing emissions of CO2 is patently wrong. Human emissions have no effect on the steady rise of CO2 over the last 70 years. With our human emissions going up logarithmically and CO2 in the atmosphere rising linearly, it is clear that we are not driving CO2 concentrations. It’s a joke that we have any control over CO2 in the atmosphere let alone the climate.
Furthermore, it is a fantasy and a joke that we will ever have an electric car power supply with the energy density and ease of use of gasoline or diesel. The inly up side to an electric vehicle is if you do not plan to go anywhere.
