California does have a permanent drought. It’s represented by the intellectual constipation of Gerry Brown, Nancy Pelosi, Maxine Waters, Dianne Feinstein, and Barbara Boxer. This failed clown car act has run the state into a brick wall and now they want the taxpayers to buy them another Rolls Royce to begin act #2.

I presume both California and Ontario will not acknowledge reality until they are no longer bailed out by others.
