The change will give the U.S. Environmental Protection Agency (EPA) the authority to regulate the water in your backyard &#x201A;&#xC4;&#xEC; even water that might be in your backyard only because of a heavy rain. Even "any area where agencies believe water may flow once every 100 years," says West Virginia Attorney General Patrick Morrisey.
