This is insufficient info to evaluate. If you read Reinhart’s paper his point seems to be that 94% of CO2 absorbed IR is thermalized, i.e., passed on to nearby 99.9% non-GHG, non-radiating molecules (mostly N2 and O2). As these molecules don’t radiate then only 50% of the 6% that do gets “sent back to the surface” thereby warming it.
This makes the point more clearly, namely it’s not 50% of absorbed IR that gets sent back toward the surface, but only 3%.
